Receive

Получить сообщение.DOC_TYPE=101
Идентификатор пользователя: підписаний/непідписаний ЕДРПОУ+код філії, блок з DOC_TYPE=101.
Відповідь: код з ProcessResult, блок даних, текст помилки.
signedId - EDRPOU + @ + DEPT
messageOut - Отправляемое сообщение
messageIn - Получаемое сообщение
textError - текст ошибки в случае возникновения
